Colour Filling And Paint Bucket

This is Bhaskar I am using Photoshop CS6 from last 3 years. I am having a problem in picking the colour to paint or  brush and etc. In this I am getting only black Cement, Grey, White Colour. I am not getting any RGB Colour to work on it. Please help me to rectify the problem. Suggest me @ !
