Connecting PSE 19 to itunes and my iphone

I upgraded from PSE 8 to 2019.  Everything converted fine, but when I try to add new photos or albums to my iphone. it won't work.  I changed the setting on itunes for getting photos from the old Elements to PSE 2019 but it won't sync and gives me a message that I don't have write authority to get photos from PSE 2019.  How can i get Itunes to allow me to sync with PSE 2019 and get new photos and albums onto my iphone?   any help would be appreciated.
