Why isn't it possible to contact a human being. Adobe have all this links to HELP but none of them direct you to an e-mail address or a web link. Adobe you have failed completely in providing support for your customers.

As has already been mentioned, you should run the file in Compatibility mode.

    • Find the PhotoshopElementsEditor.exe file in the following directory C:\Program Files (x86)\Adobe\Photoshop Elements 10.
    • Right-click on the file and select Properties.
    • In the Properties dialog, click on the Compatibility tab.
    • Select the settings shown in my screenshot below.

If the program is not yet installed, you can do the same with the installation Set-up.exe file.

(And outside the United States, the Adobe Support Chat bot is only available during normal business hours in your region.  See this link for Adobe's telephone numbers which also identifies the hours of operation.  If you have been installing and uninstalling the program several times on different computers without properly signing in and out of the program with your Adobe account ID, you may run into an activation problem.  If this happens, Adobe support will still reset the activation on an old version of the program.)

@Iain29077542ew8v go to this link Contact Customer Care (adobe.com)

Sign in with your Adobe account, make sure you're using a browser with cookies and pop-ups enabled, click on the chat bot icon and type Agent

I have tried that route, but no chat bot appears.

Try a different browser, do you have any add-ons that blocks cookies or pop-ups
