Is there an action or a tutorial for Photoshop Elements (I have 2019) that will convert or show you how to convert an image (jpg or png) into a colored chalk art image?

    You can get a look similar to chalk.

    Open your image

    Press Ctrl+J to duplicate the layer

    Choose Filer >> Sketch >> Photocopy >> OK

    Change the blend mode for Layer 1 from Normal to Overlay or Soft Light

    N.B. in the previous step you can adjust lightness/darkness before clicking OK and changing the blend mode.
