Can I convert I phone 6+ videos to a photo to use in building a photo book?

Hi,

With latest release of Elements 2018; Adobe has introduced automatic photo extraction from a video in Adobe Premiere Elements 2018.

You can extract photo automatically (or manually if you so choose) by using Candid Moments in Premiere Elements 2018. Please refer to the YouTube video for a sneak peak of the Candid Moments feature. You can download the trial version of Premiere Elements 2018 from here to explore this feature
