Could not complete your request because of a program error (All Versions)

There are certain PSD files I can't open because I always get this error message: "Could not complete your request because of a program error."

When I open the PSD file(s) in question, the "Reading Photoshop format" sequence goes through, but then the "Converting colors" sequence doesn't and it ends in the error message above. I downloaded three different versions of the PSD trying to complete my work but neither of them will open. We're talking about 800-1000 MB file sizes here but in the past this was never a problem.

- I tried reinstalling Photoshop Elements 15.

- I tried disabling the graphics card in Preferences / Performance (although in Elements, it applies only to facial features).

- I tried resetting all preferences at next launch, resetting all warning windows.

- I allocated as much memory to PE as possible.

- I tried three different Photoshop Elements versions. Both PE 15, PE 2021 and PE 2022 give the same error message, the latter two were fresh installs.

None of the above helped. I have both my Windows 10 and all drivers fully updated.
