"Could not complete your request because something prevented the text engine from being initialized."

Trying to insert text  in Elements 14 I get this message,  "Could not complete your request because something prevented the text engine from being initialized."

I have tried  removing certain fonts, clearing get the font cache and even un-installing  and then re-install the program.

Is there  patch or does anyone else has a fix?
