.Cr2 files that were recovered from memory card won't open

I recently had to use Ease US Data Recovery to recover photos from a memory card, I've done this before with no issues. 

However this time the Deleted Files and Drive F files were all recovered as .cr2 files and I can not get them to open in Photos or Photoshop Elements. 

I downloaded the open in camera raw already as well and that did nothing. 

Please help I need these photos!
