Create an action in PSE 2018

I am trying to create and record my own action with PSE 2018.  I'm not finding a way to create a new set and record.  Is this even possible in PSE 2018??

    No, photoshop elements technically doesn't support action recording, although there are ways with add-ons, to, for example, record scripts and play them back.
