Is it possible to create custom Actions in Elements 11 ?

Action files cannot be created in Photoshop Elements. However, you can load more action files (.atn files) that have been created in Adobe Photoshop.

Since I don't have Photoshop, only Photoshop Elements 2020, are there any websites where I can find action files for simple actions like horizontal/vertical mirroring, rotations, etc.? I can only find some sites with more artistic transformations like from pictures to illustrations.
