Creating photobook in PSE-2018 but can't drag and drop or add pages

Have created a 76 page photo book but "add page" icon no longer responds. icon says it's non functional.   Also I can only drag and drop in the first 15 pages of book. Any ideas? Thanks. I'm on a MacBook pro running 10.13.2 (High Sierra)
