I just want to use my purchased copy of Photoshop Elements 2021. Can I uninstall the Creative Cloud software?

It is best that you don't. The reason it has been installed is because there is a new feature to save your files to the web in a free Elements web account. This feature has not been rolled out to everyone. There have been multiple reports that deleting the CC software will break Elements.
