Crop to 11 x 14, then Zoom Out to not cut anyone out?

Hello!

I can edit this photo in Photoshop Elements or Lightroom. I have a photo of a large group of people scattered over some terrain that one of my friends would like to make an 11 x 14 print, except it winds up cropping out a couple of people. Is there essentially a way to crop down to the 11 x 14, and then zoom out within these constraints to include the people cut from the photo?
