Cropping Problem with PE 18 on Mac 10.15.7

I'm making a Christmas Quiz for use on Zoom.

I've grabbed web pictures and used PE 18 to crop down to small parts for identification.

The problem is most of my Crops enlarge happily to Full Screen, but some frustratingly only appear the same tiny size with a big black surround.

Why?

And how can I creat Crops that ALWAYS go to Full Screen.

If Premiere Elements, use Set to frame size:
