The curser randomly? changes from a circle to a cross, how do i change it back to a circle?

The cursor as you describe does change to a cross when the size of the brush is 14 or smaller, and you are zoomed out enough to see the enitre canvas.

The cursor does change to a crosshair (what you call a cross) when using some, not many though, of the tools- such as when drawing a selection box. 

Check this setting as well...
