Custom Locations in Organizer 2018

Hi, I am having problems with adding locations in PSE Organizer 2018.  I upgraded from 15 because there were only 3 levels in 15 and 2018 has 4.  But the add places function doesn't seem to cooperate with me.  I am trying to add a location for the Cliffs of Moher in Ireland. When I type "Cliffs of Moher" in the search bar, nothing comes up. However, I can find it on the map, but I think it has too many levels since the map shows: Cliffs of Moher; Lislorkan North; Liscannor; Co. Claire; Ireland.  I would be happy creating a place called: Cliffs of Moher; Co. Claire; Ireland since the other two items are not relevant to my tagging strategy.  Does anyone know how to do this within the Places option?  I know I could do this in the Keywords section, but then I would have places in two different ways, which is not going to help me when I want to review my Ireland trip. Alternately, can I do this in Lightroom?
