Custom Tool
Just moved from Elements 10 to 2023. Need to use the line tool. Help tells me I will find it under the Custom Tool. This tool is not in my toolbar. I'm in Expert Mode. Where is the Custom Tool?

Maybe one of the other Shape Tools is selected.
Anyway the Shape Tools are in the Tools panel just to the right of the Color Picker Tool (eye dropper)
Then you select from the different Shape Tools in the Tool Options on the bottom side of the pse interface.
