Can I transfer a file from PSE 2020 to a gmail by cut and paste> If so, how?

Yes, this can be done in PSE.

1. In Photoshop Elements Editor, have your image opened, press Cmd + A (on macOS) or Ctrl + A (on Windows) and select Edit menu > Copy.

2. In your Gmail message, right click and select Paste.

Your image should be inserted into your gmail message hereafter.
