That's exactly what is is expected.

You own a license for a product.

Activating and deactivating (now "sign in or out") means you link/unlink that license to a given computer. If you unlink the license, you still own it and it's now free to be assigned to another computer.

Uninstalling has nothing to do with the license, it's only about the program. If you uninstall and reinstall on the same computer, you don't have to deactivate and reactivate.
