Deactivate premier 10 from a PC that crashed

There may be one way to activate your license on a new machine, even though the old one cannot be deactivated.  You need to totally disconnect your computer from the internet and try to activate offline using the instructions found in this HelpX article.  (This article is on Archive.org, so it may take a few seconds to load.  The post by Jeff Wright which is linked by @John T Smith also links to the original article but it is redirecting to the wrong page.  This may be because the offline activation method is no longer valid, or it could be because Adobe's website is messed up.  I am trying to get an answer from Adobe.  Please let us know if the offline article works for you.)

Adobe support will no longer reset an activation count for any serial number program... if you can't DE-activate (lost or crashed computer) and you are receiving an 'activations are used up' message there is no solution
