Deactivating/activating Photoshop & Premiere Elements 15

I have a new PC, and when opening Photoshop or Premiere Elements 15 it says that I already have my license activated on 2 PCs, I did log out from both apps on my old PC and then formated it. So now I can't activate Photoshop Elements 15 and Premiere Elements 15 on my new PC.

Make it clear that you want to deactivate your program.
