Just wondering if I should delete the older version (Photoshop Elements 14) from my PC after I've installed newer version (Photoshop Elements 15)?

If you decide to remove it, deactivate it (Help > Sign Out from the editor menu) and uninstall, not delete.

The question is, I believe, is the new version dependent on the old version?  Can I delete the old version without impacting the new version?  Yes?

They can live together, so don't hurry.

Take the time to test if the new version works as expected. Sometime a few features are dropped in new versions. For instance, the organizer can does no longer support pdf files (only photoshop pdf ones, not acrobat ones).

Anyway, if you delete the old version, you could still reinstall it from your installation media or the Adobe site.
