Device activation issue

Hello,

I have a new laptop (Windows) and I'd like to install Photoshop Elements 7.0

I managed to register the serial number of the program in my Adobe account and to download the software on my new PC.

But when I try to open it, a serial number is requested again and the number used to register the product on Adobe site does not work.

As mentioned in the documentation I tried to activate the device (new laptop) on my account but I don't know how to proceed.

Moreover, I thought I should have deactivated my old device but when I check : no device is currently activated.

On my old PC I cannot deactivate the device (no menu Help>Deactivate is available in my PSE release).

How can I proceed to use Photoshop Elements 7 on my new laptop with my current serial number ?
