Question

Device limit reached

I'm unable to activate Photoshop Elements 2023 because my device activation limit has already been reached.
Could you please to deactivate the previously activated device or reset my activation limit so I can activate the software on my current device?

Thank you for your assistance.

There is nothing Adobe can do, or will do.  They changed their policy on resetting activations in June of 2024.   They no longer reset activations.

    What does that mean?

You are done with using pse 2023.

If you did get your activations reset it’s quite rare- and does not follow Adobe’s policy on resetting activations.

    Key Details of Adobe's Policy

    • No Manual Resets by Support: As of June 2024, Adobe customer support agents and staff can no longer manually reset or clear activation counts for legacy perpetual license products.
    • Proof of Ownership Does Not Apply: Support cannot clear or reset activations even if you provide the original serial number or proof of purchase.
    • Deactivation Must Be Done Locally: You must manually deactivate the software from within the application (Help > Sign Out) on the old computer before disposing of it, formatting the hard drive, or changing hardware.

If the old computer is dead, broken, or already discarded, you cannot free up that activation.
    • Newer Elements Versions Changed Licensing: Newer releases of Photoshop Elements (such as PSE 2025 and later) have moved away from traditional serial numbers tied to perpetual counts, though newer purchases now operate under a limited-term structure rather than a permanent perpetual license.

This is a user to user group. You’ll need to contact Adobe Customer Support for help with that.
