DirectX Cannot Be Initialized On Windows 10 with Photoshop Elements 11

I'm receiving an error message saying DirectX cannot be initialized when I attempt to use Photoshop Elements 11 in a Windows 10 environment using Organizer.  It opens the Editor but not Organizer. I've downloaded DirectX, rebooted my computer, and I still get this message.
