Directx not initialized

My computer has been replaced by a new computer system, on which Windows 10 Professional is installed.  I use Photoshop Elements 8 for years without problems, which is also installed on the computer.   I now cannot access the "Organize" feature of Photoshop Elements 8.  I get an error message which states that "Directx could not be initialized.  Please be sure that it is installed on your system.  Download from www.microsoft.com/directx"  However I cannot download this as instructed since it tells me that the page I am looking for is no longer available.  I have been advised by my computer technician that I have Directx 12 installed, and should not need to do anything. 

Where do I go to from here to correct this problem?
