Disc Error on restore catalog to Photoshop Elements 2021

I backed up a catalog from Organizer PSE 11 on an older Intel based iMac.  When I tried to restore the catalog to Organizer PSE 2021 on a MacBook Pro M1 (Apple's new chip), I get the error shown in the attachment.   I tried doing this from two different external drives,  normal drive and an SSD and get this same error. 

Any suggestions?
