Do I have to pay "full upgrade" if I buy Elements 15 now and 16 release soon?

Hello,

If I buy Photoshop Elements 15 now and you release Elements 16, say in two weeks, do I have to pay for a "full upgrade" to get version 16 then? Or will it be a free update?
