Does Elements 25 include the Bridge app?

Bridge: No.  It's free anyway.

When you first attempt to use adobe camera raw  in Photoshop elements you will prompted to download it.  That will be acr 16.4  or acr 16.5- don't recall which.

Adobe has also issued an update to ACR just for  PSE 2025- it installs ACR 17.0 into PSE.

it's not the same as ACR in photoshop- it has many less features. 

Yes, Bridge is a free download for anyone.  And the latest version of Camera Raw (ACR 17) is included  But why does your friend want to use Bridge instead of the Elements Organizer?  IMO, the Organizer is a far superior tool for digital asset management.
