Does Photoshop Elements 2023 have the capability to create multi-page PDFs?

    Yes from within the Photoshop Elements Organiser.

    Select your photos then under Share click PDF Slideshow.

     

    You'll have to go to your email application to save out the PDF to your computer.

    Creating multipage pdfs is exactly like printing to a "virtual pdf printer such as Microsoft "print to pdf" or the one included with an Adobe  Acrobat subscription (not the free Acrobat Reader).  The Microsoft printer driver is already installed if you are in Windows;  I don't know for Macs, but there are many free virtual pdf printes available.

     

    You print instead converting, same result.
