Download included graphics for offline computer?

I have Photoshop Elements 2019 installed on a computer that is normally offline. I just connect it to a network to activate, etc. 

Is there any way to download all the included graphics (backgrounds, frames, etc) and install them on this computer offline?

If I open the window to choose a graphic, it shows all the little graphics, but if I click on them they need to be download. I would like to have the entire collection installed locally. Is this possible without sitting there and clicking on each one for hours?
