Download old Elements 11 version

I purchased a boxed version of Photoshop Elements 11 and Premiere Elements 11 from Best Buy 7 or 8 years ago. I just recently bought a new laptop because my old one crashed, but it doesn't have a cd drive. Is there any way to download the version 11 to my new laptop without paying for it again OR paying for a newer version?

Community forums say to go here to download older versions but it only shows 2019 and 2020.

You can download Photoshop Elements 11 and Premiere Elements 11 from the link below. Be sure to read the section titled "Note: Very Important Instructions" first. If you're running Windows, there are two files to download for each.

I can not find a phone number online anywhere. I am getting an error message that states if I dont have an existing subscription or haven't bought anything online that my account can identify then I am only allowed to use a chat window and no one has responded to my initial chat in 4 days 😞
