Hello,
My hard drive is down and I would like to know how to recover the PHOTOSHOP ELEMENTS 6 program (I have the 16-digit serial number).

The serial number is a 24 digit number:

The only way you can reinstall Elements 6 is to use the original media that you purchased.  If you purchased a box with a DVD, you need to use that to install.  If you purchased an ESD (Electronic Software Download) version, you will have to use the downloaded installer file.  (IIRC, ESDs were not available with version 6 but I may be wrong.)   If you purchased an ESD directly from Adobe, you may be able to download again from a link in your Adobe.com account profile.
