I want to upgrade to photoshop elements 2020 but when will 2021 be out, should I wait?

I don't know when it will be out.  Nobody who does know can tell you.  However, based on past history, if I were you I would wait a little.  In the meantime, you can download a 30 day free trial of Elements 2020.
