downloading Element 10

I have been using Photoshop elemeent 10 since I bought it in 2012. I only use it to change the size of pictures. I recently purchased a new computer and would like to download it  to my new computer. is there anyway to do that from either Adobe site or from my old computer.  I don't want to have a monthly payment to "rent " a new progran from cloud. can anyone help? or is there an inexpensive way to upgrade my element 10 to something I can download?
