Can we buy photoshop elements 15 from the US website and download it on computer in the Dominican Republic? Plus... Can you use a license on 2 computers? The person using the license will work on 2 different stations so can we download the software on 2 stations?

Yes, as long as the person is the only one using it and they don't use them both at the same time.
