After my last laptop died. I have recently re-installed Photoshop Elements 10 onto my current laptop. When I try installing photos from the many cd's I have, all I am seeing is a box saying that nothing was installed as pictures already exist in the catalogue. It is getting very frustrating as I have 1000's of photos to put back on, but am getting no joy. Unfortunately the only other back up I had was an external hard drive, which seems to have disappeared when moving home.

Please,Please,Please can someone HELP

I assume you have no Orgsnizer backup. The simplest solution is to start a new catalog. Go to the organizer menu and choose the File menu and then select the catalog option. Click to start a new catalog and choose a new name e.g. Catalog2 and save. When the empty catalog opens you can start importing. Keep in mind that you will loose keywords, albums etc. But this is less complicated than attempting to match up lots of missing files with the earlier catalog.
