Downloading Photoshop Elements 13

I just got a new computer, and I need to install Photoshop Elements 13. I still have the original packaging and serial number, but I cannot find where to download it on Adobe website or Adobe Creative Cloud App. Is it still available for download? If so, please tell me how to do so. Thank you!
