Duplicate Background Copy

In Elements 2018 Editor when I duplicate the original Background layer, the new layer created does not have the image of the original background. When I click the 'eyeball' to turn OFF the original and turn the duplicate ON only a checkerboard pattern shows. Turning the original Background on makes the image visible. Have tried with various photos with same result. Running MacOS High Sierra V10.13.4
