Dynamic link issue in Premiere Element 12

I tried to search the forum but I still couldn't get the right answer or issue fixed.

I purchased the Premiere Element 12 standalone license quite some time ago. I reinstall this software due to virus attack in my computer (windows 7 installed). After installation, I couldn't launch the application successfully due to dynamic link issue thus forcing it to shut down again. I can launch it successfully if using the browser in it but I will encounter the same issue again after trying to edit the video in Premiere Element 12. I can launch/use the Photoshop Element 12 which is bundled in the purchase.

Can someone help?
