Elements 11 -Colour replacement tool

I have a jpg open. It is a photo of an oak frame building with windows and doors contained within.

What I want to do:-

Change the colour of the oak frame to grey and alter the colour of the windows and doors

What I intend to use to undertake this:-

The colour replacement tool

What I have done:-

I have altered the colour of the frame to grey using the colour replacement tool.

What is the issue:-

I am now unable to alter the colour of the windows/doors. I have tried to use a different colour on the oak frame but nothing appears to work using the colour replacement tool.

However, if I change the tool to brush then that works fine. However, brush will not allow me to do what I want.

Please help and advise why colour replacement tool appears to have stopped working.
