Elements 11 [Missing filters]

I still have elements 11 which is good for what I need, does anyone know why some of the filters are no long available and/or appear to only change it to black and white, this is in the sketch section

!. Open a color photofile

2. Duplicate the background layer

3. Apply the filter judicially to the background copy layer and reduce the layer's opacity until you see the best result.
