Elements 11 opens but won't execute commands

I have Elements 11 installed on Windows 10 and it was working fine yesterday.  I opened it up today as usual but none of the commands are working.  I can click "open file" and select the file but it doesn't load it.  No error message - it's just as if I never clicked anything to begin with.  I got it to load a JPG one time after numerous reboots and I could zoom in/out but nothing else.  It's not frozen - the commands will click, but they just don't execute.  I deleted preferences on the startup screen as I saw on another post but it still has the same issue.

Hi,

Please accept our sincere apologies for the inconvenience you are facing.

I would request you to please clear the preferences file for Editor. To do this, launch the application and keep CTRL+SHIFT+ALT pressed while launching. A prompt would ask you to clear set-up files. Click yes to it.

Now the editor should work fine.

Please try this and revert if the problem still persists.

As I mentioned in my post, I have already done this. It did not fix the problem.
