Elements 11 Organizer Software License Agreement Circle of Frustration

I've been using PSE 11 on this laptop for over 1.5 years with no trouble. Just yesterday, I could no longer open any PSD files. When I try to start the program from my "desktop" it now opens an "Elements 11 Organizer Software License Agreement" and when I click Accept it does nothing but go away for a second and come right back up with the same thing.

I tried a couple things that were suggested like renaming/deleting the OOBE file and SLCache file. Didn't help. So this morning I uninstalled the program and reinstalled it.

What can I do to fix this problem now (other then what I already mentioned above). The only real change is that I did subscribe to CC but that was 10 days prior to this problem and I used PSE 11 several times during that 10 days without an issue. Grateful for any guidance and advice. Thanks!

I went to live help for assistance. After being transferred another agent helped me by taking control of my computer. Twenty mins later he solved the problem and said: "There was a problem with one license file named "cache.db" which had been corrupted. We have recreated the license file by renaming it to cache-old.db"

So if you have this problem, just go to live help.
