Elements 11 Photo Transparent

I have an image and am wanting to place it as the background of my website. I would like to know how to make it transparent (I think I want it transparent) so that I can still place readable text etc. I am not sure how to go about doing this. Any help is greatly appreciated.

    Mark,

    It would help if you post your image or a representative image for us to look at and try to provide targeted directions. Please be specific as to what you wish to retain, where the text would go, etc.

    I believe I figured it out. I needed to go to brightness and contrast. I think this will work just fine. Thanks
