Elements 11 suddenly stuck at User License Agreement screen

After using this program today, I closed it and then discovered I needed to use it again.  When I tried it got stuck at the User License Agreement screen. I clicked "Agree", the screen disappears and then a second or two later, reappears and Elements never starts.  I have tried shutting down the computer and restarting.  The same thing happens every time. I am using WIndows 10 and have installed the latest updates. Help! I really need to process these photos so they can be sent out.
