I can't find a spray tool in Elements.  Is that because there isn't one?

I am unaware of such a tool in PSE. However, you can download free brushes which may be suitable for your purpose.

I only use Elements for photography, not painting, but maybe what you are looking for is available in the brush options.

See 'Air brush' in the options.
