I have elements 12 on PC with windows 7. Purchased new PC with windows 11. how do I update to elements 22 and transfer data.

You need to do a backup of your catalog on the old computer.  After installing Elements 2022 on your new computer, restore the catalog to your new computer.  The old catalog will be automatically converted to the Elements 2022 format.
