Is there an upgrade that allows Elements 12 to access the NEF files from Nikon 7500?

The only upgrade for Elements you can get is Elements 2020. That might include support for your new camera.

Photoshop Elements 12 only supports ACR 8.5. The D7500 requires ACR version 9.1.

There is no reason why the DNG converter cannot recognize your raw files. Try downloading it again from here.

A common mistake is to think that the DNGconverter is a replacement plugin. It's a tool to batch convert all the raw files of a folder to a new format. You don't convert a given file, you batch convert a whole folder, so you point the source folder, not any of its files.
