Elements 13.1 will not open Nikon D3400 NEF file

Question

I am using Elements 13.1(20150130.m.66724) x64. The Camera Raw plug-in is ver. 9.0.0.414. It will not open the NEF files taken with my Nikon D3400.

When trying to open an NEF file a box opens and directs me to an Adobe site, which states:

Camera

Raw image filename extension

Minimum Camera Raw plug-in version required

Minimum Lightroom CC version required

Minimum Lightroom Classic CC version required

Minimum Lightroom Perpetual version required

1.0

2015.7

Searching the Adobe site I found the following:

Adobe application

Shipped with Camera Raw plug-in version

Compatible with Camera Raw
plug-in through version

Photoshop Elements 13

9.0

If I understand this information, in Elements 13.1 the highest Camera Raw version is 9.0. When I need a version of Elements with a CR plugin ver 9.7.

Is my understanding Correct?

Is there a stand alone Camera Raw ver 9.7, which will handle the RAW file from the D3400?

The free solution offered by Adobe is the DNGconverter mentioned in that faq.It's not a plugin, it's a standalone application which can batch convert a whole folder of your NEF files to the DNG raw format that your camera can read and edit. A single additional batch step (even for hundreds of raws) but free and with the same quality.
